Big Smoke's Crack Palace is the home of Grand Theft Auto: San Andreas character Big Smoke and is used as a crack palace by the Ballas, Los Santos Vagos and the Russian Mafia, and as a front to sell drugs around the city, mostly crack cocaine, hence the name, while their enemies, the Grove Street Families are disbanded, Ganton is owned by the Ballas, Carl taken away by Frank Tenpenny and Eddie Pulaski and Sweet is imprisoned. The power of Big Smoke increases with the drug trade from the Crack Palace to all over Los Santos. The building is located in East Los Santos, Los Santos. Big Smoke moves into the building sometime after Carl Johnson is forced to leave Los Santos. The other front of Big Smoke's drug empire, second to the Crack Palace, is the yay factory in Doherty, San Fierro, destroyed by Carl Johnson in the mission Yay Ka-Boom-Boom. In the mission End of the Line, Carl Johnson enters the building and kills Big Smoke, before Frank Tenpenny destroys part of the building. The building can be accessed after the mission End of the Line. There are also Sprunk vending machines inside the crack palace. The statue that is in the picture, is how Big Smoke was actually going to be depicted as seen in the first trailer of San Andreas.

The Crack Palace is made up of four floors, the "Security Area", the "Drug Lab", the "Ballas Lounge" and Big Smoke's suite. The building is used as a crack palace by allies in the form of security from the Ballas, Los Santos Vagos, San Fierro Rifa, corrupt LSPD officers and the Russian Mafia. It is a front to distribute drugs around the city, mostly crack cocaine, hence the name. Even though the building is blown up during End of the Line, it is still accessible after the mission, undamaged. A statue depicting Big Smoke's beta character design can be found inside the building. In Big Smoke's suite, there is a Sprunk vending machine and three "Go Go Space Monkey" arcade machines.

I looked for a broader question thread, but I couldn't find one. Anyway, someone told me that you can visit Big Smoke's crack place after you beat the game, like the hole is still in the side and you can enter and explore the interior. I'm skeptical about that, since I can't recall that ever being a thing in San Andreas. Is it true or not?
At the height of his power, Smoke lives in a large, heavily fortified crack den, referred to as a "crack fortress", deep in Ballas territory. He lives in luxury and has the full protection of the Ballas and Vagos, who have unrivaled control of the streets. However, as time progresses, Smoke becomes increasingly paranoid and stops leaving his home because he believes someone will try to take over his business. Meanwhile, due to influence of Ballas and Vagos, and loss of morale of the gang with no one to lead them without Carl and Sweet, the GSF surrenders and many Grove Street foot soldiers become addicted to crack and no longer care about fighting to defend their territory, retreating.
In the final mission of the game, Carl enters crack palace amid a citywide riot to confront for the first time since CJ left Los Santos. He finds Smoke wearing an armored vest, smoking crack, and playing video games. Even while staring down CJ's gun, Smoke refuses to admit wrongdoing and proclaims: "I made it, CJ, I'm a success, I can't be touched! I don't give a fuck, fuck the whole world". In a moment of pity, CJ asks, "What happened to you, man?" to which Smoke replies, "Man, what the fuck do you care?" The lights go out, and CJ kills his former friend in a gun battle. As he dies, CJ asks Smoke what made him flip up and he explains that he betrayed the gang because he finally saw an opportunity to become rich and famous, and took it without caring about the consequences; Smoke says that because of his greedy nature, he had no choice in the matter. With his dying breath, boasts, that everyone will remember his name, before passing. Despite his betrayal of the GSF, CJ still seemed to regret having to kill a life-long friend. When Tenpenny sets Smoke's palace on fire, leading to the building's destruction as it explodes, Big Smoke's corpse is set on fire while off-screen.
A S.W.A.T. tank is nearby, and CJ needs to steal it in order to ram the entrance of the crack fortress. You can either choose to use the bike and make your way to the tank or go on foot and cut through the houses. Make sure to come at the tank from behind, as your Grove Street crew will be shooting the police from that same side, giving you some cover. Choose between killing the cops and getting into the tank or running in and grabbing the tank to spare yourself from the fight.
Melvin "Big Smoke" Harris (9 October 1965-1992) was an American drug lord who ran an expansive crack driven criminal empire during the early 1990's with the helps of the two gangs, the Ballas and Vagos as well as the corrupt C.R.A.S.H. police division. He betrayed his former gang, the Grove Street Families to help with the expansion of his crack empire throughout California. He was murdered in 1992 by Carl Johnson, a former fellow gang member.
Melvin Harris was born in Compton, California in 1965 to an African-American Protestant family. Was raised on Grove Street and soon became a member of the Grove Street Families gang alongside, Carl Johnson, Ryder Wilson, Sweet Johnson, and Jefferey Cross. Harris had a very religious upbringing and became well known for quoting the bible in conversation. In 1987, he became the second in command of the GCF under Sweet Johnson after Carl had left to New York City after his brother, Brian's death and during the next several years, he would argue with Johnson about expanding into the drug trade during the crack epidemic during the late 1980's and early 1990's. In 1992, Harris moved out of his original neighborhood and arranged an attempted drive-by shooting on Johnson but this accidentally killed Johnson's mother, brining Carl back to Los Angeles. Big Smoke eventually betrayed the GCF along with Wilson and joined with the Ballas to take control of the city, flooding it with crack. Throughout 1992, he became the manager Cross who was now a rapper known as OG Loc and purchased a large crack palace.
By 1992, Carl and Sweet returned to Compton to retake their territory from the rivals gangs who had taken over, leading to a resurgence of the gang. Carl and Sweet attacked Harris' crack palace and Johnson killed several of Harris' bodyguards. Smoke engaged Johnson after he reached his room and was wounded with several shots to the torso. Melvin Harris shortly after, died from his wounds.
During his time in the countryside, Carl befriends a hippie weed grower known as "The Truth", and performs several robberies alongside Cesar's aggressively psychotic cousin Catalina, with whom he enters a short-lived relationship. He also engages in a few illegal street races hosted by blind Triad leader Wu Zi Mu/"Woozie", in which he wins a defunct garage from Catalina's new boyfriend. Carl and his associates later travel to San Fierro, where they transform the garage into a vehicle chop shop with the help of several new allies, and purchase a car dealership and an RC shop. Carl later works for the local Triads, strengthening his ties with Woozie in the process, and infiltrates and destroys San Andreas' largest drug cartel, the Loco Syndicate, who supplied the Ballas with crack cocaine. In the process, he also exacts revenge on Ryder for his betrayal, killing him during a meeting with the syndicate's leaders.
During this time, Tenpenny is tried for several charges, but is acquitted in his trial, causing all gang-occupied districts of Los Santos to riot. In the midst of the chaos, Carl reclaims the Families' lost turf from their rivals, and tracks down Big Smoke to his crack palace penthouse, where he kills him for his betrayal. Tenpenny then arrives to claim his share of Smoke's money and kill Carl, but the latter survives and pursues Tenpenny, who is driving a fire truck, with Sweet's help. The brothers' pursuit eventually causes Tenpenny to crash the fire truck outside Carl's family home, whereupon he dies from his injuries. With Tenpenny dead, the riots come to an abrupt end and all loose ends in Carl's life are resolved.
